Abstract

Algeria has made significant efforts to promote its national economy by supporting and encouraging both domestic and foreign investment. To this end, the Algerian legislature enacted Law No. 22-18 of 12 July 2022 on Investment, establishing the Algerian Investment Promotion Agency (AIPA) as the principal institution responsible for promoting and developing investment in Algeria.


          From a legislative perspective, the 2022 Investment Law represented an important opportunity to reconsider the Agency's institutional framework and strengthen it through a set of legal guarantees enabling it to perform broader responsibilities and exercise greater powers. These reforms were intended to enhance the Agency's capacity to promote and attract both domestic and foreign investment, as reflected in the incentives and advantages granted to investors under the new Investment Law.


         Accordingly, this paper aims to examine the legal and institutional framework governing the Algerian Investment Promotion Agency as a key institutional mechanism for investment governance in Algeria. It analyzes the legal provisions establishing the Agency, identifies its principal functions and responsibilities, and assesses its role in promoting investment and attracting domestic and foreign investors.
