Manifestations of Modern Preventive Criminal Policy in Confronting Emerging Crime

Abstract
Criminal policy is one of the important topics in criminal law, as it is the map that illustrates the strategy pursued by countries in combating criminal phenomena and preventing them. As a result of the failure of the traditional experience of criminal policy in addressing crime, which was based on studying the criminal's personality without investigating the material and moral factors that led to the commission of the crime, modern criminal policy has aimed to establish legal rules and develop them intentionally to achieve proactive or preventive protection that prevents the commission of the crime or stops it altogether. With the world's technological and technical development and the emergence of a new global system and the economic liberation experienced by most countries, this development necessitated the emergence of new patterns of crime known as emerging crimes, which differ in nature, content, and perpetrators from traditional crimes. Not to mention the adoption by the criminal legislator of an exceptional approach in determining the criminal responsibility of crimes committed by legal persons within the framework of what is known as criminal responsibility for the act of others as one of the modern trends of criminal responsibility.
This research paper aims to highlight the preventive role of modern criminal policy, demonstrate the aspects of crime prevention in light of Algerian legislation, study the patterns of emerging crime and their implications for criminal law, and address the modern trends of criminal responsibility for legal persons.
