Abstract

This article examines Algeria’s strategy for addressing disaster risks in light of the legal and institutional developments that have characterized the system for disaster prevention and response. It aims to highlight the role of the legal framework in shifting from post-disaster intervention to a proactive approach based on forecasting, prevention, vigilance, and early warning. It also highlights the main general rules and standards relating to prevention, prevention and intervention plans, and building and urban planning regulations applicable to disaster-prone areas. It further examines intervention mechanisms, crisis management, and the continuity of essential services during disasters. In addition, it sheds light on the recovery and rehabilitation phase, support for affected persons, and the restoration of economic and social activities.


The article concludes that Algeria has achieved significant progress in its legal and institutional framework for addressing disasters. However, the effectiveness of this strategy remains dependent on the implementation of legal provisions, enhanced coordination among the various authorities, and the provision of the necessary human, technical, and financial resources. Its success also requires the development of early warning systems, digitalization, and the adoption of modern technologies in order to ensure the protection of lives and property and achieve sustainable development.
